WhatsApp Automation Software: Templates, Windows, and CRM Fit

WhatsApp automation for business is an approved Cloud API (or BSP) connection: templates for outbound, a 24-hour customer service window for free-form replies, a team inbox, and CRM events that respect opt-in. Email/SMS workflow suites that never touch WhatsApp belong on marketing automation software.
Rules that are not optional
- User-initiated window. Meta: when a WhatsApp user messages or calls you, a 24-hour customer service window starts and resets on each new user message. Inside that window you may send service (non-template) messages. When it closes, you may send pre-approved templates only.
- Templates are a category system. Marketing, utility, and authentication templates are how businesses reach out outside the window. Do not treat unsolicited blasts as “automation.”
- Opt-in and quality. Meta Business Manager verification, display-name review, and template approval sit in front of any CRM trigger. HighLevel documents a Meta Business Account as required to connect WhatsApp.
- Inbox and routing. Who owns the open conversation; assignment; history on the contact.
- Reporting that you can defend (delivered templates, not invented conversion rates).

Twilio — WhatsApp as an API, not an agency CRM
Twilio’s official WhatsApp product page describes programmable Messaging and Conversations APIs (one-way templates and two-way threads), WhatsApp Business Account creation/verification, and pay-as-you-go Twilio fees that start at $0.005 per message plus Meta’s own fees. That is a developer/BSP purchase. It is the better default when engineering owns WhatsApp and there is no agency sub-account model. It is the wrong default when the buyer needed templates, contacts, and SMS in the same CRM without writing to an API.
