GoHighLevel pricing is currently three public plans: Starter at $97 a month, Unlimited at $297 a month, and Agency Pro at $497 a month. Annual list prices on the same page are $970, $2,970, and $4,970. A fourth Enterprise option exists, with no public dollar amount.

The useful question is not “which plan is best.” It is which constraint you are actually buying past: three client accounts, unlimited client accounts, or the ability to sell the software itself with markup rebilling.

How the plans actually differ

HighLevel’s own FAQ says the main split between Starter and Unlimited is sub-account count. Starter includes 3. Unlimited and Agency Pro include unlimited. Contacts and users are listed as unlimited on all three public plans.

Unlimited then adds two commercial details Starter’s card does not list: the ability to rebill phone and email with no markup, and basic API access.

Agency Pro is the SaaS tier. The pricing page lists SaaS Mode, automated sub-account creation, rebilling phone and email with markup, user/agent reporting, and advanced API access. If you do not need those, paying $497 instead of $297 is mostly buying a reseller layer you will not use. Who each plan is generally suited for

When Agency Pro makes sense

Agency Pro makes sense when markup rebilling or SaaS Mode is part of the offer you sell, not a nice-to-have on a feature grid. HighLevel’s FAQ describes SaaS Mode as selling subscriptions from your site, creating client accounts automatically, setting the price, and rebilling SMS, email, and other supported services.

If you only need more than three client accounts, Unlimited already lists unlimited sub-accounts. Jumping to Agency Pro for that reason alone is hard to justify from the public cards.

Help Center billing docs match the cards on one point buyers miss: rebilling without markup sits on the $297 and $497 plans. Rebilling with markup is only on the $497 plan and is described as part of SaaS Mode.

What may cost extra

The subscription is not the whole bill. HighLevel’s pricing page marks phone, SMS, email, and several AI tools as usage-based. The Help Center pricing guide (updated 22 Aug 2026) says those usage charges run through an Agency Wallet that refills from the agency card when the balance drops below a minimum.

One documented email rate: LC Email is $0.675 per 1,000 emails across all plans. Phone pricing is described as matching Twilio and varies by region, so this article does not pretend there is one global SMS price.

Material add-ons on the public list include:

  • AI Employee Growth: $50/month per sub-account
  • AI Employee Unlimited: $97/month per sub-account
  • HIPAA compliance: $297/month. Help Center: HighLevel is not HIPAA compliant by default; the add-on can be bought on any plan; once enabled it cannot be deactivated. Enterprise lists HIPAA included.
  • White-label mobile app: $497/month as an add-on. Enterprise lists it included. This is separate from the desktop web-app branding mentioned in the FAQ.

Other add-ons exist (branded client portal, dedicated email IPs, listings, SEO, WhatsApp, WordPress hosting, premium support). They matter if you will use them. They should not dominate a first pricing decision.

What buyers commonly miss

  1. Sub-accounts, not users, are the Starter ceiling. Unlimited users on a 3-account plan still means a fourth client needs a new tier.
  2. Usage is a second meter. A quiet CRM month and a heavy SMS month are not the same bill.
  3. Desktop white-label is not mapped to a plan on the public FAQ. HighLevel says you can white-label the desktop web app. It does not say whether that starts on Starter, Unlimited, or Agency Pro. Treat plan-level white-label as unverified until HighLevel states it clearly. The white-label page is the later home for that capability write-up.
  4. HIPAA is sticky. $297/month and, per Help Center, not reversible after enablement.
  5. Annual vs monthly is a cash choice, not a different product. The public annual totals are 10× the monthly list price ($970 / $2,970 / $4,970), not a hidden fourth plan.
